The Citywide Plan & the Planning Process
Norwalk’s planning starts with the Citywide Plan, also known as the Plan of Conservation and Development (POCD). The POCD establishes the “vision” and guides growth & development within the community, laying the groundwork for future investments as well as conservation and development within the City. Another way to think about the POCD, is that it is a high level look at the overall development of the City, from which all other planning evolves.
Norwalk is unique in that we tie our capital spending to our POCD. Departments and agencies requesting capital funds need to demonstrate that their project is consistent with the POCD.
Why we plan?
The question could be restated, as “what happens if you don’t plan”? When communities don’t plan, they may be forced to react to applications and concepts that may fit within the existing regulatory framework but are not desirable in the neighborhood. Planning and establishing a vision for the area, accompanied by a consistent and clear set of regulations, ensures that Norwalk residents have a say in their neighborhoods. It also assures the development community that if their project is consistent with the vision and compliant with the regulations established by the community that they are more likely to be approved.
