The implementation process for a TIF District is as follows:
- A consultant would be engaged to produce the TIF financial plan as an addendum to the Wall Street-West Avenue Plan (includes public input, research on infrastructure, capacity, and impact)
- Planning Commission considers if the amended plan is consistent with the POCD
- Planning Committee holds a public hearing and votes on forwarding the amended plan to the Common Council for its consideration
- Common Council votes to adopt the amended plan that includes the TIF financial plan
- If approved, the TIF District is created and implemented
